Abolition of BPM exemption from 2025
What will change from 1 January 2025? Everything about the BPM for commercial vehicles
As an entrepreneur, a lot will change for you in the coming period. For the purchase of new vans, there is currently a BPM exemption, but this will be abolished from 1 January 2025. This means that from that moment on you will have to pay tax for a van, just like for a passenger car. On average, commercial vehicles are €15,000 more expensive. For electric commercial vehicles the BPM discount will continue to exist. In this article we will tell you more about the BPM for commercial vehicles, what the changes mean for you, and the choices you can make with a view to the future.
What is BPM?
BPM (Passenger Car and Motorcycle Tax) is a tax levied in the Netherlands when a new vehicle is registered. With this, the government wants to regulate the number of vehicles on Dutch roads and in doing so it generates income for the government. At the moment, you pay BPM when purchasing and registering a passenger car and as a private individual also when purchasing and registering a van. Entrepreneurs do not yet have to pay BPM for company cars for business use. Be warned: this exemption will expire soon!
The BPM exemption is abolished
The government has decided to abolish the 100% BPM discount on company cars. This is not a distant threat, but a new reality that will have a huge impact on your company car fleet. As of 1 January 2025, the grey license plate scheme will disappear and entrepreneurs will have to pay BPM for a new company car.
This is how much more expensive your company car will be
The BPM for commercial vehicles with a fuel engine is based on the actual CO2 emissions of the vehicle. As a result, vans with higher CO2 emissions are taxed more heavily than vehicles with lower emissions. It was previously communicated that you would pay an amount of €66.91 for every gram of CO2 emissions. However, this amount did not yet take into account the inflation correction, which means that the costs per gram of CO2 emissions will even increase to €74.41 next year. What does this mean for you? An Opel Vivaro L2 2.2 Blue HDi 145hp with a catalogue price of 29,990 euros and 189 grams of CO2 emissions will see a price increase of €14,063 as of January 1, or 47%! For electric commercial vehicles, you will only have to pay the fixed amount for BPM next year, which has been set at €360.

What can you do?
The best advice we can give is: don't wait any longer! Buy your new company car this year and avoid having to pay extra high costs due to the BPM levy. If you choose to lease or buy a company car this year, the vehicle will still fall under the old bpm-free scheme and you will therefore save an average of €15,000 in costs. It is important that you can demonstrate that you use the vehicle for at least 10% of your total number of kilometers per year for your business activities.
Transitional arrangement for entrepreneurs
To accommodate entrepreneurs, a transitional arrangement applies to commercial vehicles with a date of first registration up to and including 31 December 2024. This transitional arrangement applies to commercial vehicles that meet specific design requirements, and therefore not to converted passenger cars. In order to make use of the transitional arrangement, the commercial vehicle must be registered in your name before 31 December 2024. If the commercial vehicle is sold, the bpm exemption can be passed on by means of a transfer declaration and therefore no residual bpm has to be paid. This transitional arrangement will remain in force for 5 years, which means that in that case an entrepreneur only has to pay residual bpm if the entrepreneur no longer meets the conditions (for example, if you cannot demonstrate that you use the commercial vehicle for more than 10% of the kilometres per year for business purposes or if the entrepreneur stops).

It is important to prepare yourself well for this measure and to make good plans regarding your fleet. A logical step is to invest in emission-free vehicles, since from 2025 only the fixed amount for BPM of €360 will be charged.
