What will change in 2025? Everything about BPM for commercial vehicles

For you as an entrepreneur, a lot will change in the coming period. For vans, there is currently a bpm exemption, but that will end in 2025. From that year on, you will have to pay tax for a van, just like for a passenger car. Commercial vehicles will become 15,000 more expensive on average. For electric commercial vehicles the bpm discount will continue to exist. In this article we will tell you more about the BPM for commercial vehicles, what the changes mean for you, and the choices you can make with a view to the future.

What is BPM?

BPM (Passenger Car and Motorcycle Tax) is a tax levied in the Netherlands when you register a new vehicle. The purpose of this tax is to regulate the number of vehicles on Dutch roads and to generate income for the government. The BPM currently only applies to passenger cars. Commercial vehicles for business use can be driven bpm-free. But be warned, because this exemption will expire soon!

The BPM discount is abolished

The government has decided to abolish the 100% bpm discount on company cars. This is not a distant threat, but a new reality that will have a huge impact on your company car fleet. As of 1 January 2025, the grey license plate scheme will disappear and entrepreneurs will have to pay BPM for a new company car.

This is how much more expensive your company car will be

The BPM for commercial vehicles with a combustion engine is based on the actual CO2 emissions of the vehicle. Vans with higher CO2 emissions are taxed more heavily than vehicles with lower emissions. It has been determined that you will pay 77.41 euros per gram of CO2. What does that look like? An Opel Vivaro L2 2.0 Blue HDi 145 hp with a catalogue price of 28,800 euros and 189 grams of CO2 emissions will see a price increase of 14,630 euros as of 1 January 2025, or 50%!

What can you do?

The most important advice we can give is: don't wait any longer. The year is almost over and the time to still benefit from prices without BPM is almost up. There are a few measures you can still take to not have to pay BPM:

  • Replace your van now
  • Lease and register a new commercial vehicle before the end of the year

The vehicle then still falls under the old bpm-free scheme.

Current conditions for bpm exception

Until 1 January 2025, the current business scheme for vans will still apply. If you meet this condition, you do not have to pay bpm:

  • Demonstrable business use: The van must demonstrably be used for business purposes for at least 10% of the number of kilometers

This means that you must be able to prove that the vehicle is mainly used for your business activities.

Which places have an environmental zone?

The Climate Agreement stipulates that at least 30 Dutch cities must have a zero-emission zone from 2025. At the moment, 65 cities are already planning to introduce an environmental zone. And we are not just talking about Amsterdam and Utrecht.

The size of the zone is determined per municipality. This can be the streets around the city centre. Green-minded municipalities such as Arnhem and Nijmegen, but also the peripheral cities will elevate everything within the ring to an environmental zone.

New commercial vehicles with a first registration date after 1 January 2025 will not be allowed access to these emission zones and, in addition, these vehicles will be on average 15,000 euros more expensive than in 2024.

What can we do for you?

These announced measures require significant changes to your fleet. A logical step is to invest in zero-emission vehicles, since no additional BPM will be levied on these from 2025, except for the fixed amount of €360, and zero-emission vehicles are allowed to enter environmental zones. In addition, you will only benefit from the SEBA Subsidy, with which you get a maximum discount of €5,000 on your new zero-emission commercial vehicle.
